Our client is a large, customer-owned health insurer operating in the United States. Following a recent acquisition, the organisation needed to align systems, processes and reporting across a complex environment.

Serving millions of members, the organisation depends on accurate, reliable data to maintain strong CMS Star Ratings. These ratings directly affect eligibility for quality bonus payments and influence the benefits it can offer to members.

The Challenge

The client’s platform and analytics teams worked separately, with limited coordination between them. This slowed down delivery and created gaps in understanding.

Teams had no reliable single source of truth and would prepare the Stars Prime Report Card by hand. This caused various issues, such as slow data ingestion and processing as well as duplicated work.

All of this affected the business on an operational level.

Without a clear, standard approach to data and analytics, the organisation could not respond quickly when performance dropped across the 40+ quality measures, including HEDIS and CAHPS, which shape its one-to-five star rating.

The client needed a scalable foundation with automated data flows and clearer feedback, and we set out to establish the standard for future use cases.

The Solution

We modernised the client’s entire data system, migrating them from legacy ETL to a cloud-native data platform that unlocks lightning-speed insights, supports enterprise AI, and scales automatically.

MODERNISING THE DATA STACK WITH DATABRICKS, dbt & ATSCALE

Infinite Lambda rebuilt the Stars Prime Report Card using a modular data architecture. We began by introducing DataOps practices, creating modular ingestion pipelines with the existing Qlik Replicate infrastructure and Databricks, including automated testing and continuous integration.

Next, we used dbt to transform raw data into structured Bronze, Silver, and Gold layers. AtScale provided a semantic layer, so whether users accessed data through Tableau or direct queries, the business logic remained consistent and governed.

Streamlining roles & responsibilities

Infinite Lambda helped align the platform and analytics teams.

We established a common backlog and clear ownership: the platform team would handle ingestion and data governance, while the analytics team would focus on reporting and business value.

This reduced friction and ensured the platform team delivered data ready for immediate analysis.

Engineering standards

Infinite Lambda uses engineering excellence to empower people, which involves applying platform standards to analytics delivery.

Automation was key here. We introduced automated tests, data quality checks, and documentation within the dbt flow. This shift ensured that the Gold data layer would not be just a report, but a reliable asset that the client could be reuse across other Medicare use cases.

Knowledge transfer

The client had a clear goal of removing the dependency on external labs.

To enable that, we helped democratise source data across the Medicare Solutions Analytics Team (MSAT).

Our extensive upskilling programme trained the internal data platform team teams on dbt modelling and AtScale management.

At the end of the project, internal teams could independently maintain the semantic layer and expand the Star reporting framework to meet evolving CMS requirements.

The result

The solution transformed our client’s STARS reporting from a retrospective administrative task into a proactive strategic tool.

With an automated flow from ingestion to the semantic layer, business stakeholders can now identify and surface blockers early in the performance cycle.

This increases the likelihood of higher CMS ratings, which translates to better healthcare outcomes for their members as well as increased revenue via bonus payments.
